OpenAPI Dependency Graph & Breaking-Change Detector

/openapi fetches and validates any OpenAPI/Swagger spec, extracting all endpoints, schemas, and dependencies; /neo4j-cypher stores these as a schema dependency graph so teams can query which downstream consumers break when an upstream schema changes. The synthesises the graph traversal results into a prioritised breaking-change impact report.
